If you have the proper credits on a phone card and you cannot call Cuba, call customer service on the back of the phone card.

Some phone cards are terrible for calling Cuba and even customer service cannot help , try returning phone card where you bought it and if they don't take it back, use it for calling elsewhere and buy a different phone card.

If you know someone who has a cell phone or land line phone service you can ask them if you can use their phone and then just pay them the rate by minute , expect to pay around $1.50 a minute unless they have a special plan. Good Luck and remember to call during non-peak hours when calls can get through.
