For my 16th, my family rented out a portion of the nearby community center (or you could use a YMCA) and i had a karaoke party with acess to the pool, the basketball courts, etc. It was really fun because we had everything, swimming, music, dancing, cake, and pleanty of room.
If you're looking for somthing a little more low key, you could do something revolving around the b-day boy/girl's favorite interest. If they like ice skating, have a skating party. If they like movies, throw a movie themed party, where everyone shows up dresses as their favorite character. You get the idea.
Once the theme is set, start getting party favors and decorations that go with the theme. Also, it's always fun to have a few disposable camera's around so the kids can take pictures of each other.
Good luck, i hope this helped.

How about a murdery mystery theater dinner? That is always fun, have your guests come in costume from a certain era (whenever you want your "murder" taken place, that way they too can be a part of the cast. There are several companies where you can rent actors that will do this for a fee for a night. I've been to several of them, and they are always very good. (or you could check with Dave & Busters as well as they have murder mystery there and see who they use or even have your party there and have the murder mystery party happen at your party) Have fun!

You can do a Lual party or a marigraw party with masks and vi gin daquari's with some kabobs (chicken and pinapple)
Have the kids dress up like a martigraw party and have them where masquerade masks turn up the radio and throw some beads or do beads for prizes.
