not as good as photoshop:but it's free and is available for all operating systems.

Well you could get corel paint shop pro. In it you can add diffrent effects to photos such as making them look like drawing of sketches, you can also warp their faces(a perconal favorite)

well, it depends on the program on the computer you are using ...
like, iphoto? or window's program or what?
