He's mistaken because magnetic fields always accompany electric fields. Electromagnetism is the field of science that unites the two, and the field lines produced by the electric field also are magnetic field lines (movement of charges or electrons cause magnetic fields).

You can not have one with out the other. The engineer is a moron and should never have graduated
