The best thing to do is to get the word out that your offering this service. You can go on websites that post free ads such as Craigslist.com. Also go to your local vets and PetSmarts and Petco, they usually have boards to post announcements and ads. Make some fliers up and post them. Go to dog parks and start marketing there as well.

I have a friend that dog walks and watches dogs at her house while thier owners work. They drop them off in the a.m. and pick in the p.m. She makes a killing doing this! I wish I could do it.

Most importantly make sure you are on time for any pick ups or drop offs. The key in starting this kind of business is word of mouth. If you offer a dependable service people will tell thier friends and soon you'll have a waiting list of customers!
