it's always at that point if your period is always a 28 day cycle. You can monitor it by downloading an ovulation calender and entering the last date of your period and it will tell you when you should ovulate and when you aren't. I use the url listed below.

Ok, to make sense of some of the info that has been given: U can ONLY get preggers when u OVULATE. If u have a 29 day cycle, u should ovulate around the 14-15th day (if u have a 29 day cycle EVERY MONTH). A good web site that tells u about when u ovulate is www.mymonthlycycles.com. The way to calculate the date of ovulation is to count the first day of RED blood flow as day 1, then on day 14-15 u should ovulate. I would highly reccomend the site, it is pretty self explanitory. Just input the info and it does the rest!

Oh my, so many questions, I'll try to answer them all.
Yes, the ONLY time you can get pregnant is when you're ovulating.
Most cycles last only 28-29.5 days. So that makes ovulation occur around 14 days. There isn't a huge fluctuation in that 14 days. It may be 13 or 15, but chances are, its going to be 14.
Now, on the absolute of whether or not you will get pregnant any other time, it depends. Biologically you can only get pregnant at the 14 days. BUT, because ovulation can occur at either 13 or 15 days, its not absolutely positive it your safe. Also it take close to 72 hours for sperm to travel, and they can stay inside a female for about that length of time.
If you're asking this question as a form of birth control help, don't depend on it. It's not a safe way for birth control as it is hard to monitor unless you are on hormones or birth control.
As for how you know when you're ovulating, there really is no way to tell. Your natural body odors, or pheromones change, but its not detectable. Also, your temp. changes, but the only way to tell that is to monitor your temp daily for your entire 28 days. And, if you were getting sick, it could mess up the results. The only sure way to tell is by hormones or birth control.

Yes, you need to ovulate in order to conceive. However, you could conceive a baby from intercourse of up to 5 days before and 2 days after.
Sperm require fertile cervical fluid to survive longer than 30min-4hrs inside the woman's body. If the woman has fertile cervical, however, especially the eggwhite like variety, the sperm can survive for up to 5 days waiting for the egg to be released.
Once an egg is released, it lives for 12-24 hours. About 10% of the time a woman releases a second egg w/in 24 hours of the first. That egg will also live 12-24 hours. That gives about 48 hours after ovulation where conception might be possible.
The time between ovulation and the next period is called the luteal phase. NOrmally it is 12-16 days long. So, normally a woman would ovulate 12-16 days before her next period. Some women have shorter luteal phases. An LP of 10-12 days is considered borderline b/c the fertilized egg might not have enough time to implant before the next period and the baby would be miscarried before you even guessed you might be pregnant. An LP of less than 10 days can be a cause of infertility b/c it's very likely the baby would not have time to properly implant.
I highly recommend charting your fertility signs. Your chart can tell you when you are fertile, when you are not, when you are ovulating, when to expect your next period, and when to suspect pregnancy. Your chart can also tell you if there are issues delaying conception or causing difficulty w/ carrying a pregnancy and if there are serious issues which need a doc's attention.
Some good sources for charting your fertility signs: Fertilityfriend.com (free software as well as a pay-for version and on-line charting turorial); ovusoft.com (discussion boards for many fertility related issues, much info on fertility after the pill, and a very good software for purchase). The books Taking Charge of Your Fertility (associated w/ the the ovusoft website and software), The Art of Natural Family Planning, and Garden of Fertility

Ovulation is always the half way point between your cycles, BUT, your cycles may fluctuate, so it's difficult to tell when that half way point is. You can buy ovulation sticks, like pregnancy sticks, to see if you're ovulating. And it is possible to get pregnant at times other than when you are ovulating because sperm are tricky and may wait around.

If you don't ovulate, no egg is released; no egg - no baby.
Ovulation occurs APPROXIMATELY at the mid-point of your cycle, but it can be variable. Also, sperm can live for a couple of days, so you have to take that into consideration. All in all, the rhythm method of birth control is NOT one I'd want to rely on.
Most birth control pills work by suppressing ovulation, and thus making it all but impossible to become pregnant.

If you do not ovulate, you can not get pregnant. It is VERY hard to tell if you are ovulating or not. You can feel cramps, discharge changes, a test kit would help to determine

You have to be ovulating to get pregnant, but you don't really know exactly when that will be every month. You can get an ovulation test kit but they're meant to tell you when you should try to get pregnant...not to prevent pregnancy, so don't rely on them to keep you from getting pregnant.
