most northern European Countries. they are a blend of socialist and capitalist in which the rich can get rich, but a good chunck of their money goes to public services in taxes.
Japan in a way too, making sure their country does not go hungry by importing alot of food, but they do not impact as directly as Sweeden and other N. European Countries. Australia and New Zealand do a good job too, but i still think most N.European countries do a better job
the U.S. trys to be as lassie faire as possible. and so are alot of western european countries
China trys to hard to provide for everyone, that food is not efficently produced causing people to starve

i wont claim to 'know' but id guess it would be china, japan, or india. the sociologigal structures there seem to have potentional, but chances are no one person on yahoo answers will have been to every country in the world, lived/worked/played there, gotten to know the locals....you get the idea, no answer will be backed by practical experience~

Countries with most sucessful economies keep palm greasing to minimum when possible. Anglo Style or Nordic style are succesful through innovation, free markets, personal freedom. Chinese style is succeful because it lets people become shop owners, doctors, mechanics, lawyers. Giving people free will, and choice. Curroption at low levels determines how well off your people are. Curroption index, and happiness index.

Ignore the answers for America. They hardly help poverty by making poor nations pay back huge debts they could spend on redevelopment. I know the UK do this too before anyone says, but I never suggested the UK was.

i would choose america because it was civilized in 300 years. Most countries developed in about 1000 years at the least.
