Does cell phone call receiver lose minutes, too?

Question

Person A calls Person B. They are both on cell phones. Person A is losing minutes as time passes, but Person B lose minutes, too? (The T-Mobile to T-Mobile plans and such does not apply).

I'm just making sure because a friend of mine disagrees with me.

it all depends on what plan you have but unless stated in your plan yes you lose minutes
