I mean like how much control over the state does the state's government have. There are federal guidelines that each state must follow, but how much power does the state actually have in making choices about the state?

You mean the most oppressive States? They would be the largest 'blue' States, like California, New York and Massachussetts.

Jimmy Carter said that Georgia is the most powerful governorship in the country. In Georgia the governor has powers that do not exist in other states. For instance, he credits his 1976 primary win to the fact that the power rested with him no matter where he was; whereas, Gov. Brown kept having to return to California to attend to state business.
