Guinea pigs or rabbits if you have access to outdoors
Hamster or rats if indoor animals.
Rats are highly social pets and love to spend time with their owners down side is they generally only live for 3 years.
Hamsters, Rabbits and Guinea Pigs will also be very social as long as you start handling them from a young age.
Whatever pet you et mak sure you do your homeowrk first because they have special dietary needs eg Guinea pigs must have fresh grass and Vit C daily.

A guinea pig definetly. They are not nocturnal, so the kids can play with them during the day, and it wont have to wake up and be grouchy. THey usually cost like ten or fifteen dollars, more than a hamster, but they live to be six or seven. i have one thats going on nine, so it varies. They are very socialable, and love to play with everything. I've also found that they love to be brushed and combed, and even though they can get irritated with a younger kid, 10 years old sounds responsible enough not to pull the piggies hair or try to poke it and see what it does. lol. They usually need a cage thats pretty big, and they need a wooden house to hide and sleep under. The cage would cost probable around 30 or more if you get a good one, but some starter kits are 30 for a good sized cage, some food, toys, a house, etc. They need companionship, so htey cannt just be set ain a cage and fed. They need lots of interaction. HOpe this helps.

I would say either a rat or mouse. They both are interactive with people, they both are fairly cheap to buy, they don't require you to buy any special treats (they love pizza, chips, cereal, bread, peanut butter, milk, I think you know where I am going with that), they are both small critters so a bag of bedding will last you a while, both can live happily (providing they get plenty of out-of-the-cage play time each day) in a 10 gallon fish tank which can be bought in most states for less then $10.00, their toys can be anything from paper towel rolls, stuffed animals, to old tooth brushes, hard dice, the list goes on but both realy loves toys they can tunnel in and out of. I would say with the money range you are wanting to spend off the bat, either one of these pets would be more up your alley. Rabbits and gini pigs are cute but they can be pricy to start from scratch with even with building your own cage. Just make shure the critter you get has plenty of hard goodies for them to chew so they can keep their teeth naturally trimed by gnawing.
Just wanted to add if you choose one of these and get a fish tank beware that you will be needing to change the whole tank out at least two times a week because the moisture builds up fast and it is unhealthy for the animal and for the people because of the amonia build up..
Also, if you walk into a store that sells both pet and feeder rats/mice the only diffrence in either of these is the price and the designer color and fur type.(curly,hairless,big ears, ect.) The younger you get from either the pet or feeder tank will make the best choice for you as far as taming goes. I would personally stay away from the larger rats/mice because most of these were once in the breeding pool and don't tend to live long.

There is no such thing as an inexpensive pet. I mean you could buy a hamster for pretty cheap but after the bedding, toys, food and up keep it all adds up. Plus even hamsters need to see a vet. Sea monkeys might be a good idea.

ok no guinea pigs theyll run away if you let the out trust me right now i have 2 ferrets there about 100-200 dalooars but if you look around you can find a good price there fun to play with and toy theyll play with almost anything they can get to but they do steel stuff and will stash it in one of there spots mine like to steal pens and youll have to make sure that there are no holes they can fit thru leading out side and they get along with almost anything
