A plumeria cutting that was planted 4 months ago still alive but no signs of new leaves!!?

Question

I planted a plumeria shoot the type ( Plumeria Obtusa) and still alive because if I scratch the green cutting it gives sign that it is alive but no sign of new leaves!! what it is happening? the curious thing is that it was planted the last day of October last year!! The zone hardiness it is ok so it is strange not to see the new cutting start its life !!!!

It may be dormant. Don't give it too much fertilizer if you have just rooted it. When it starts growing a little more, then give it a little. Make sure it doesn't dry out.

Maybe by early April it will show signs of growth. Good luck.
