If you want to take the full course, or go as far as you have to, there is a well-organized online textbook (multi-volume) for self-study. It has experiments and reference sections as well as step-by-step lessons. The text is free so you can use your $20 in case you can't scronge parts for setting up experiments. Go to the About Circuits site at:

http://www.allaboutcircuits.com/

Note: make sure you follow all safety precautions when you are learning about electricity.

depends on what type of circuit you want. There are a slew of circuits out there, AC, DC, High Voltage, low voltage, very high voltage, extra high voltage, figure that out and go to amazon.com
