Try a bit of turpentine on it, leave it on for a while and scrub with wire wool. If that doesn't work use the sharp end of a knife and carefully scrape it off.

You can try to spray the top with some awesome and comet and just get the wired scrubs taht you use to get things of of skillets and rub it lightly with that.

not sure but if you use a steam cleaner and melt it it should work
