Tap water mineral deposits.

I've tried scraping it repeatedly with a spoon and wet paper towels, but they don't remove it all.

I boiled saltwater in the pot, hoping the resulting salt cake will stick to the stains, but the bubbling prevents effective surface adhesion.

Anybody got a better way?

I have found that the best way to clean any type of pot or pan with these problems is to sprinkle kosher salt and either white vinegar or lemon juice and a little bit of dish liquid and scrub with a nylon(non-abrasive) brillo pad. I have found Trader Joe's to have the best ones. If this does not work for you the alternative is to use a cleaner like Bon Ami or Bar Keeper's Friend with the nylon scrubber, because both are a non-abrasive powder cleansers.

For burnt on stains, use ammonia, either straight (hard to stand, cover the pot) or 50/50 with water. Let it sit. For the hard water use vinegar, same thing, let it sit. Don't do both at once... I would do the vinegar first, it might loosen the bunt on stains, too.
