my rule is 58 degrees
it depends on where you live
if you live in the floridia keys
that might be too cold for you
but if you live up here where i do,
when it is less than freezing all the time,
then 68 degrees feel great!!!

That's fine weather for shorts. It can be snowing where I'm at and people are wearing shorts. It's all up to the individual.
