My baby is 3 1/2 months old and does the same thing. He also sticks his butt in the air and gets mad, because he can't go all the way over. Sounds pretty normal to me, it's a gradual progression.
Maybe if he's not doing it by 6 or 10 months or so, then it might be a concern... But I'm sure he's fine.

My baby is 6 months old, and only occasionally rolls from belly to back, never from back to belly.
First off, try not to get hung up on timelines and milestones. With my first child, he was late for everything. I was sure that he was going to crawl to his high school graduation sucking his thumb and dragging a bottle behind him :-) Babies will do things when they're ready for it.
Second, rolling over really isn't a big deal in my opinion. Sitting, yes, that's an important life skill. Same with walking, talking, etc. But why do we all think that babies have to roll over, maybe they just don't want to. I'm sure that at some point they'll all exhibit the ability to roll...just wait until you see how much moving and rolling toddlers do in bed!

Nothing is wrong with your baby. Babies learn to roll over average 4-7 months. He's trying, and he will get there. My daughter was 5 1/2 months before she rolled over.

Nothing is wrong with him. All babies do not develop at the same time. He's only 4 months old! My son is 5 months old and just learned how to roll over. Stop worrying and let him be a baby!

theres not a single thing wrong with him!!
Babies dont roll over as easily or even crawl as early since they dont' sleep on their bellies anymore...They just haven't develped the muscles...and by the way the first roll is usually from belly to back ...not the other way around.
Does he ever get any tummy time? Let him spend some time on his belly to help him build strong muscles and then keep an eye on him cause pretty soon he'll be rolling all over the place!

Your baby is FINE! There's nothing wrong with him. All babies are different. I hope there's nobody telling you that there's something wrong with him??! My youngest son rolled over at 5, started crawling at 8 and walked at 10 months. Where as my other son rolled at 3, crawled at 5 and walked at 13months!

On the contrary my dear, it seams you have a healthy, active and curious little baby! They do not have a specific month when they have to roll over, for some babies it takes 4 months and for others 8 months, each baby is unique, that's way they don't come with instructions, jajajaja. Try to take your baby to gymboree classes their early stimulation classes are great and your will be surrounded by mothers like you and babies like yours.
Enjoy your time with your baby!!

At only 4mo, you don't really need to worry. It's good that he's trying!!! Some babies take longer than others. One of my daughters rolled at 4m, sat up at 5m, crawled at 6m, walked 6 days after her 1st birthday. My younger daughter didn't even roll until 6m, sat on her own shortly thereafter, crawled around 8m, but didn't start walking until 15m!
He's just fine. Keep watching him and praising him for trying!

At 4 months, your infant should be smiling, cooing, squealing, pushing up off their chest when laying on their tummy, attempting to roll over, batting at objects with their hands and following your movements or a mobile with their eyes. Often they are beginning to “blow bubbles” and develop a fake cough or growl also. If you baby is doing all of this then he is fine. Give him another month to get the hang of it.
