Your vagina (which is on the inside of us) is fully developed at birth. But as for how old I was when I got pubic hair I was 11.
The external area is as Nancy said: the vulva. This is where the hair grows.

It was around the same time my breasts were developing, for me, that was age 9. I got my first period at 10 and finally had all the hair at 12.
