get a permit from the government and police as well as notify the charity that you want to donate to, then find some volunteers to help you to raise the funds.
you could either set up a stall to sell things, get the volunteers to use a tin can to collect funds, or set up an auction place to let people bid stuff for charity. usually stars' stuff or collectibles can raise more $$.

You will have to come up with a proposal (dates, purpose, actions, etc) to the Charity Organisation. Once they approve to your proposal, they will write you a letter. And with this letter, you need to go to the polica station to log a report with them about this Charity issue and they will issue to you another memo...
Make sure you keep all these properly.
