I have a portable baseboard style heater that needs the plug replaced. Neither wire is color-coded. So, does it matter which wire goes on either terminal of the new plug?

Some times yes and sometimes no. Look very closely to see if one side of the wire had "ribs" or grooves in the outer covering. The ribbed wire is the "White" wire also called the netural. It will go on the white screw of your new plug or on the side if the Thinner side of the plug.

Frank is right the white/neutral wire will have ribbs/grooves on it or will be the side with the writing on it hot side is smooth and no writing all cords are like this by code
The new plug will have a silver screw and brass screw the silver is for the neutral/white wire and brass fot hot wire
