The novel is set contemporaneously, which means we're talking the late 30s, an uncomfortable time for Usian blacks, as, whatever his personal instincts, Roosevelt could not afford to alienate his southern base. A few years later Truman tried it and reached one of the worst poll numbers in history, as well as an intraparty rebellion. (and another one on the other wing, but that's a different story).
