Previous answers are good. A sweater with something on underneath in case you get hot. I would add that it makes sense to wear gloves, not only to keep your hands warm, but to protect them in case you fall. The ice can really rough them up.

The ice should be between 17 and 24 F
The air above the ice in an indoor rink in winter can be anywhere from 28 to 48 F depending on the size of the bldg, the insulation, outdoor temp and climate control if there is any, and the amount or "load" on the ice
Dress warm, wear a coat, you can always take it off and wear gloves

Depending on the facility, the temp will usually run between 40 degrees and the mid 50's. Definitely wear a sweater--preferably a vintage 1950's Detroit Red Wings hockey sweater with a number 9 on the back.

Since you will be indoors and moving about a sweater should work. If you've never skated before gloves or mitts would be a good idea too (if you fall you have to touch the ice to get up).

Consider this, it's cold enough to keep the ice frozen. If you plan to wear a sweater, make sure it's a warm one if you're going to enjoy a leisurely skate.

I am a hockey player and we wear a lot of equipment. I never get cold with all that stuff on but if you are just going regular ice skating i would suggest sweatpants and a sweatshirt, if you are a person who gets cold easily, wear a jacket too!
Stay warm!

A regular sweater should be fine. You my even end up taking it off if you get too hot, so make sure to wear a t-shirt under it.
