It depends on where you go in England and where you go in the USA. I've found Northern Englanders VERY friendly and polite and Southern Americans very friendly and polite (generally speaking for both). The English tend to be more formal and the Americans seem to be more casual (also generally speaking).

I'm american. I don't know about the english, but I know that in america it all depends on where you are. In the cities like LA, or New York, the people can be a bit more rude because most of them are in a hurry all the time. In the more suberbian areas people are pretty nice and well mannered. then there are the ghetto areas where the people are....well....ghetto. But Im nice and I like most people.

America is a big country with many different regions, Say like New York City people may not be considered friendly but people in Georgia would be friendlier. I'm sure the same thing can be said about England

I think you can find really polite people and really friendly people in either place.
In any culture, you run across the wonderful people and the jerks.
Just try and not make your judgments on the entire society by the actions of only a few.
