In sedimentary rocks such as limestone. It is formed by sand and silt settling along a water body and trapping shells and other creatures .Then over a long period of time the silt hardens into rock by pressure of the weight of land above it.The trapped creatures become fossilized and permanently cemented into the rock.

Volcanoes can form them quickly also.

If an animal gets trapped in mud and the mud hardens over time into rock.
If a plant starts to grow, and dies, and the dirt it was growing in turns to rock
