what is the name of the effect were higher wind speeds have lower air pressures, like an airplane makes the air move faster on top of the wing and this creats lower air pressure to lift the aircraft.

It sounds like you are describing Bernouli's principle. The wind is traveling faster over the wings of the airplane and that causes the air pressure to drop. Giving it lift from the higher pressure below.
