For me I absolutely hate having so many rare Pokemon so I always stick with the average ones. In Emerald I used Blaziken, Gardevoir, Sharpedo, Zangoose, Salemance, and Raikou(Which I traded from Leaf Green) or you can subsitute the last one with any rare pokemon) Hope this helps. This team can use basically any type of attack which pwned my friends team.

Well personally i think its best to have a all around team. I have:
Swampert (Water)
Blazikien (Fire)
Sceptile (Grass)
Ampharos (Electric) Traded from leafgreen version
Golem (Rock) traded from leafgreen version
Mewtwo (Phsycic) or Dragonite (Dragon) both traded from leafgreen version only cuz you have the weakness to all but normal pokemon

It really depends on what you mean by 'best'. It also depends on what type of fighter you are, and what pokemon you have avalible to you.
