I have this idea and would like to know if it could be possible to produce with the help of a network ,production company or someone else.

You can't without an Agent.

Television networks have professional writers on staff to create and develop program ideas.

If you have a friend at the network, ask your friend to give you an introduction to someone at the network.

An "idea" can be as simple as:

A COMEDY BASED ON A HILLBILLY WHO STRIKES OIL ON HIS LAND, BECOMES A MILLIONAIRE OVERNIGHT AND MOVES HIMSELF AND HIS FAMILY TO BEVERLY HILLS.

You need a fully DEVELOPED "idea" along with a couple, (maybe more) scripted episodes, an Agent &/or inside contact that can get your foot in the door.
There's much more to it than this that I'm only barely aware of.

Forgive me if I'm underestimating your project, but if you'd like to get an overview there are many good books that can shed much more light on the topic. One that I have on my shelf is:
