The last response before mine is getting close. If you do a web search for +customised +stationary +UK chances are you will find plenty. If you put the geographical area, such as +Liverpool or +midlands with it, you may find one quite close by.

Not sure I fully understand what you're after! Personalised stationery is readily available if you know where to look but you have to have an idea of what you want on it! Does it have to say 21 anywhere? Or do you just mean stationery personlised to the person who will be 21 in which case, think of his/her favourite thing and search on ebay or google that. For example my father in law, (the most difficult man in the world to buy for) is heavily (sadly) into greyhounds, but I managed to find greyhound personalised stationery on ebay and simply had to tell the seller what I wanted the "personalised" bit to say. He was well chuffed with it!
