College students are no different than any other segment of the society. A certain percentage of people are drunks (including all addictive personality substances of choice), and that percentage hold true throughout the human community.

I only get drunk on weekends. Sometimes I'll go and grab a beer or a drink with some friends or the g/f after a long day, or after finishing a big paper/project.
Only a VERY small minority is drunk every night or almost every night, and they usually don't last very long (ie my first roommate).
Bottom line is, if the drinking is done responsibly and does not interfere with studies, than its usually not a problem.

Because they see college as a place to have fun and party and are not concerned with academics but rather enjoy the social life.
Some can balance both.

I think the stress, plus being away from parents, might cause them to drink more. All that freedom gets abused.
