A blizzard means that the following conditions are expected to prevail for a period of 3 hours or longer:

Sustained wind or frequent gusts to 35 miles an hour or greater; and
Considerable falling and/or blowing snow (i.e., reducing visibility frequently to less than ¼ mile

There usually is a strong pressure gradient with a low and high relatively close causing the gradent to tighten thus causing the winds to increase. the low pressure causes snow to fall on its northern edge, that along with the wind can create a blizzard. contrary to what many people think, snow dosent actually have to be falling hard for their to be a blizzard

Blizzards are formed when a high pressure system, also known as a ridge, interacts with a low pressure system. This results in the advection of air from the high pressure zone into the low pressure area.

The weather must meet several conditions to be considered a blizzard: 1) the storm must decrease visibility to a quarter of a mile or 400 meters, 2) include snow or ice as precipitation, and 3) have wind speeds of at least 35 miles per hour for at least three consecutive hours.
