Rewrite this so that you have y on one side and the rest of it on the other side of the inequality:
-2x + 3y > 9
3y > 2x + 9
y > 2x/3 + 3
Graph this like you would a line, but use a dashed line instead of a solid line (since it's a > sign instead of a >= sign). Now, pick a point on either side of the line - say, (0, 0). Plug that in to the inequality above, and you get:
y > 2x/3 + 3
0 > 2(0)/3 + 3
0 > 3
Since this doesn't make sense, your answer lies on the other side of the line (if this did make sense, the answer is on the side of the line that your test point is on). Shade in the other side of the line, so that half of your graph (the part above your line) is shaded in. This means that your answer can come from anywhere in that shaded region.
