If I register a domain name (just the domain, not a hosting plan) such as on aplus.net, will it work with Apache? Will I be able to access this website from anywhere?

I know there wont be a website, I will use Apache as a server for it.

Just registering a domain name doesn't give you a web site.
You'll need that domain to be routed somewhere. More than likely, the place you register it will also forward t to a location of your choice if you don't host the site with them.
Once you have a web site somethere, and the domain points to that site, then yes you can get to it from anywhere.

That's for sure, domain have nothing relate to apache, apache is one kind of good software for hosting server.
And your website can be access from anywhere in the world.
