the only ones that spring to mind are inque, a super villian from the batman beyond animated tv series, and Amelia Voght from the x-men series
Inque was made of a liquid that was similar to ink in appearance.
she could go to a liquid form.
Voght could turn into mist.

Besides Inque and the other one that have already been mentioned, there are Fathom (Rebecca Golden), one of the Elementals. She is a hero and is able to turn into water. The Elementals first appeared in Justice Machine Annual #1, 1984.
Gas Girl, (Tal) of the Heroes of Lallor (they appeared in the legion of Super heroes, back in the 60’s) is able to turn herself into a mist.
I don’t know of any others.
