the 2Cl2+ 4 NaOH -----> 3NaCl+NaClO3+ H2O

is as close as i can get (you're still short 2 H on the left)

make sure you have the same # of things on each side.

3Cl2 + 6NaOH -> 3H2O + 5NaCl + NaClO3
