The keys are designed to "pop" off and should leave a small hole underneath with (usually) a rubberized gasket showing when you take it out.
Using a toothpick or pencil, you can usually press the key down when the keytop is off and it will still work.
If the ENTER key was not broken, then it should simply snap back on centering the slot on the key with the hole in the keyboard and pressing firmly. However, if the hard plastic slot broke off and was left in the hole where the ENTER key should be, it is damaged and will need to be replaced.
As someone else above said, you could try superglue on the key and hope that it bonds to the other part, but you also do not want so much glue that the key is stuck in the permanently up or (worse) permanently down position.
With keyboards being so relatively inexpensive nowadays, you may do better to simply replace it and not worry about it.

You didn't specify if this is a laptop or desktop. Here is the resolution for both:
Desktop: Go buy a new keyboard. Unless this is a very special keyboard to you it will be a lot better to just spend the $4-$5 it will cost to get a new one.
Laptop: Here is the tricky part. There is a 2 parts to the key. There is a small stock under the key surrounded by a spring. Check the end if that stock, it should have a lip. If all you see is shaved plastic you cannot repair this key. Otherwise, put the spring around the stock and apply minor to moderate EQUAL pressure to the key as you insert it back in to place. Listen for the "Click" and it should work. Probably a little lose, but will work.
Finally if it's a laptop, and it still doesnt work, or you need to replace it you can always find relacements on eBay or google.
Good luck

If I was in your shoes, I would take the keyboard back to the store where I bought it. If you did not buy your computer from a store, then find somebody close that repairs computer equipment.

How could it have been knocked off...sounds fishy. If you cant push it in make sure its lined up correctly! If it wont dont waste your time the keyboard was so cheap it broke that easily it probably isn't worth your time!
