There is no "quarter cent" in the U.S. or Canada.

There used to be a "quarter penny", called "the farthing", in Britain. But it was such a trivial coin, with little purchasing power, that you could hardly buy anything for it. It was referred to in a saying meaning that something on offer was worthless: "I wouldn't give ou a farthing for it." Eventually, it ceased to be minted and was no longer accepted as currency. I think that this was before Queen Elizabeth came to the throne. If so, then the last person to appear on a farthing coin was King Geore VI.

The "quarter" is a coin in circulation in the U.S. and Canada for a quarter of a dollar, i.e., 25 cents. In the U.S., the profile of George Washington is on the quaarter; in Canada, currently Queen Elizabeth II.

One the quarter-cent Ceylonese coins from 1902 to 1910, the obverse had the head of King Edward VII.

A farthing is a quarter of a penny rather than a quarter-cent, but a reasonable alternative answer might be "a wren's head".
