I water her once a week and lately she is drying out but the soil is still moist - please help. thanks.

symptoms of overwatering are the same as underwatering, make sure the pot has drainage, feed it with liquid feed, planting outside as above is a good idea, it'll allow the roots to be in a natural environment and the plant will also benefit from proper sun/weather

I have taken Lillies that I have received and replanted them outside. Now I know in the fall you can cut them down to the stem, but I am not sure about Spring.

My Lillies grew and multiplied after replanting outside.

Try cracking off the dead parts of the lily. This will give it room to grow. When there are dead parts on a plant it stops it from growing. Make sure it receives enough sunlight and don't overwater it.
