I know it isn't spectacularly comfortable, but I don't wear tights without a thigh shaper over them. I'm 6' tall, so I have a really hard time keeping my tights up, and this is the only way I've found that lasts all day long without me having to adjust. On the plus side, it gives me a little added confidence about my body. ^_^
If it's just too warm out for that, I usually skip the full tights and wear thigh-highs with garters. The main problem with that is that it's hard to find a good selection of thigh-high tights.

If your tights aren't connected to a garter or have a silicone band on the waistline it's impossible for them to remain on your waist all day without falling which is the natural thing to do when you're in motion even though it sucks. You can either purchase a body fixative or invest in new improved tights.

I occasionally find 'control top' tights and these always stay up. However when I've had the non-control top kind that fall down, I have actually resorted to wearing my bikini bottoms on over them!

I usually wear a pair of tight PE shorts - it keeps them up perfectly!!!!!

I'd try buying a size smaller. Maybe a better brand that's not so loose.
