All of the "siddhis", as they're known in the "East", arise out of having raised your consciousness level, and "frequency" through, traditionally, diligent practice with meditation, and associated "arts".
Quite a few humans could accomplish this "curriculum". However, the discipline needed is significant, thus disqualifying most.

The rewards which would be gained by taking the time and effort are far more than merely "reading minds".

A person's life including the body is an exact manifestation of the subconscouis mind. Study anything you can about the subconscious it will help. What do you think animates the body?

Yeah, the blogbaba wouldn't mind reading minds either, unfortuantly there is that whole realtiy thing that kind of gets in the way. Your best bet is to settle for reading body language, and posture. It will tell you all you need to know.

hmm..supposedly people can't read minds but all the time I see people who know what im going to say before I say it...Especially women are in-tune with emotions so they can sense how others feel, which is sort of like mind reading. And how do people explain intuition? I have no idea how intuition works.....it makes no sense how you can know something without ever knowing it before. People are dumb the evidence is right in front of their faces and they just ignore it. to read minds use your intuition

Scientists have wondered for years about the mechanism that might make this possible. To date, and not for a lack of trying, they have been unsuccessful.
You might consider your motivation for wanting to read minds. A more recent question asks, Is it greed...
...to want more than is even humanly possible!?

Since there isn't any scientific proof that this can be done, it would be hard to figure out how to do this, provided it is possible.
One thing that might come close is reading body language. You can use this to tell things like if someone is lying to you. You can also use body language to send messages to people.

it takes a strong commitment. you will need to spend considerable time meditating. read as many ancient texts connected to ideas about life and the reason we are all here. in the search for these texts you will probably find a friend to work with. practice with each other.
take it from there.
