He's singing the first part of the song "Caballo Viejo" (Old Horse) which is a Venezuelan folk song written by Simón Díaz.

Lyrics:
Caballo le dan sabana porque está viejo y cansao,
pero no se dan ni cuenta que un corazón amarrao
cuando le sueltan las riendas es caballo desbocao.

Fez actually sings "Caballo de la sabana" which means "Horse of the grasslands" ... but the original lyrics say "Caballo le dan sabana." The lyrics in English would roughly be:
They set the horse free on the grasslands because he's old and tired
but they don't realize that a stingy heart
is a [free], runaway horse when they let go of the reins

Fez doesn't actually sing the third line, but the idea is incomplete without the third line included.

Yeah he does.
That was Espanol (Spanish).

I thought that was funny when Kelso said, "...their incredibly French."
I can't stop laughin'. that was soooo funny!
I LOVE THAT SHOW.
IT'S MY FAVORITE!
