What county was the first colony and by whome?

You mean in History, or Pre-history?
The Colonization of the world by Europeans started with the Portugese, who started the long range travel by ship, going south around Africa.
Well before that, east Asians from Borneo sailed across the Indian ocean to colonized Madgasgar. Colonization goes back into pre-history!

The earliest that I know was also one of the largest, considering the "known world" at the time--Alexander the Great of Macedonia (northern Greece) conquered the world from Greece to Egypt to India. But the greatest conqueror of all time was Genghis Khan. But of the civilizations which managed to keep its colonies the longest, nobody could beat Rome.
