My guess is Kreacher for several reasons. Since he is not na of age wizard...and not even human at that...i doubt that Voldemort would have thought enough of an elf to have their magic register on the boat (remember only one of age full wizard could cross at a time).
Also a very obedient person would be neccisary...someone who would either keep drinking the potion or would contiue to feed it to someone in pain. Kreacher, who is bound by the elf magic would have to follow his masters orders to a tee.
Additionally Kreacher can be counted on to keep a secret. as a house elf he is bound to be loyal to his master keeping his secrets. Not as we see with dobby elves can disobey thier orders, but i doubt kreacher told anyone...except maybe a malfoy or bellatrix, which is how Voldemort knew he had been betrayed by Regalus and killed him.
Those are my thoughts at any rate.

Probably Kreacher. He was loyal to the Black household, and probably wouldn't think twice about hindering Voldermort if it's what the Blacks wanted.
