I have three current problems with my new notebook. (New as in received on Christmas new) My USB ports don't seem to work, my audio doesn't work either when I try to play music (even though the startup sound plays when I restart the computer), and for some reason when I try to restart or shut down my computer, it doesn't shut down all the way. I have to hold down the power button to turn the computer totally off. All of these have happened once before, a few weeks ago, but fixed themselves when I turned off my computer and took it off the battery cord. Tried that this time and no luck. PLEASE HELP.

I had this problem... You are missing the updated chipset drivers. Go to: support.dell.com and find the location where you can put in your express service code to download all available updated drivers. One of them should be the chipset/bus driver.
(I would have sent the link, but the site isn't working.)

There can be a couple things that cause this. You somehow deleted the drivers for your USB and Audio and need to reinstall them. Or you did a clean up and during that it compressed and archived files that have your drivers in them. Or the services for these items have been turned off somehow.

Unless you are really good at hunting out the solutions, the best I could suggest is download and run Windows One Care. It can detect and repair service shutdowns that should not have happened.

It takes awhile to complete, but really cleans a PC up.
