It's not exactly dangerous, any radiation emitted would be extremely low level. Think about it, your PC case isn't made of lead is it? If it's not, then you would not be protected from the radiation even with the case on. However, the case provides a very valuable service in that it helps route the cooling air from your fan(s) to the processor. With the case removed, air is no longer circulated properly, and you run the risk of overheating your PC's internal components rendering them useless.

Not if your computer is off. Before you touch anything in there, touch the metal side of the case to ground yourself. To prevent ESD (Electro static discharge) to the printed circuit board (PCB).
It doesn't emit radiation.
