Decent, polite, regular, fun-loving users are being targetted with ludicrous violation/abuse reports by idiots, and there seems at present to be no legitimate appeals process.

Does Yahoo! understand how much MISERY and DISTRESS the violations scheme creates?

How much distress and misery could possibly be caused by reading the responses. If someone's shell is so fragile that some hack on Yahoo can crack it, I would suggest a different pasttime.

yeah it can be annoying but they have to have some way to enforce the code of conduct and i don't know how they could make the one they have better

Never noticed it myself. You can answer any violation, we just need feedback on the answer.
