Because they use them first and then sell them. Some people are willing to buy anything.
And to the person that said they steal them, you have to activate the gift cards first at the store.

They have some method of acquiring them at less than retail price. Either an arrangement with a wholesaler or an overstock liquidation firm. Also, many of them are just stolen.

Generally they are stolen gift cards (watch for these on craigslist too.) Once in awhile it's someone who got them as a gift and don't want them, but the majority of cases they are stolen or hacked.

They probably bought last-year's leftovers at massive discounts.
Or they're getting wholesale prices now, but don't have the overhead of a big building and lots of employees.
Or some combination of both.

Lots of reasons.
1) they are stolen
2) they are counterfeit
3) they were a gift that somebody didn't want
4) they need the money
