many paving companies put down a bed of gravel before they put down the asphalt- they may even need to put down more gravel. Driving on the gravel has helped the situation, because there will be less settling after the drive is paved.
Call several paving companies to get a quote, they charge by the square foot. Make sure they use the proper thickness of asphalt, and that they compress the asphalt with a roller when they put it down.

Are you planning on doing this yourself or having someone do it for you?

To pour blacktop or cement, you would have to first level. Then you need to put down some 2x4's around the area so the blacktop doesn't just flow everywhere.

We used cement because it lasts a lot longer than blacktop, but there is a thin layer of gravel underneath.

I'm not sure where you live, but I don't recommend trying to do it yourself.
