I have noticed this recently, it doesn't actually feel that cold but you would think it is because of the steam when breathing, is this normal?

This occurs because of dew point. basically it is cool (and probably dry) in your flat, and when you exhale it is warm and moist.
When you exhale, the warm moist (air) oxygen, nitrogen, carbon dioxide mixes with cool dry air, and you get condensation. this is the same thing that happens along a weather front on a large scale.
It all depends on the temperature, and the saturation amount of the moisture.

Sounds like something off The Sixth Sense either that or you have just gotten used to it and are not feeling the cold anymore. Ask someone round and see if they feel cold

This may be a sign of a good house! If your house has no cold draughts and good all-round insulation, it is surprising how much cooler you can have the air temperature without feeling chilled.

It's probably likely that you are more warm bloodied than others, and as a result you inner body temperature is warmer than the external environment (e.g. your house) hence why the steam. The air you are exhaling is warmer than the air outside of your body!!

You may be hot-natured.

If you don't have a readable thermostat, buy a wall thermometer to see what the temperature is in the place. If it's less than 20C, then it's a bit chilly.

check temp of flat also you might have a slight infection of the chest where its running a bit hot and more vapour in your lungs like you get when you have pleurisy
