That would be "YOU" (that number), if and when you get pulled over by the police, they scan your lic. in the police computer in the police car, it show's all "Want's and Warrant's" for your arrest, If you have any. If you don't pay a ticket, and don't show up for court on the due date on the ticket, they send one "Gentle Reminder", then issue a warrant for your arrest, This is when you find out about that warrant, "Step out of the car and place your hands behind your back for me please", will be what you hear next, if you "SKIP" on a ticket.
