it is in the genes/jeans:-).
The number, width and length of the muscle fibers are larger in the leg. Think of each muscle fiber as a tiny motor with a string attached. You have a set number of fibers at birth. They grow longer as your body grows and get wider or skinnier with exersize or lack of use.
Here is a good place to start if you can make an essay:

any basic physiology book can expand on this

First, drink plenty n plenty of water. If your a big guy and sweat alot, you need some electolytes as well. Dehydration causes cramps in the muscles. Secondly, see a foot doctor to order you some special inserts that they make for runners that act like a shock absorber. I ran cross country for years n they actually work, not right away but within a few weeks you'll notice the difference. Third, stretch a little better before and especially after you run. Stretching is still important after your workout as stopping quickly puts strain on your muscles and heart for that matter. Fourth, your weight could be part of it but most likely not. If you try to lessen the length of your strides it will put less pressure on the front ball of the foot which is putting strain on the calf muscles. Let me know if these work for you, I wish you the best of health.

This may not be the book answer but, we are human beings we have a head, body, arms, legs and the fingers and toes. While people can develop their forearms so they can stand on the 'fingers' instead of their hands. Look at ballerina's closely while they come up onto their toes. The toes bleed because of constant repetition. Now that we are upright we must have muscles of the legs and arms-some would say so we can run from dinosaurs but, seriously if you had muscular fingers how would you tie your shoes, or hold a fork. DNA has extablished what the human body will consist of and what each part will be able to do.

It depends on the lever class system. The ankle is a class two lever, which means that it is very strong, but slow. The fingers are a class three lever, which means that they are weaker, but faster.
Also, the number of motor units plays a role. A motor unit is a motor neuron and all the muscle fibers under its control. Fingers have a low number of motor units relative to the leg, making fingers very dexterous but with a weaker contraction.

Because your leg is WAY bigger than your finger and is used much more (in terms of difficulty) it develops a much larger muscle and can thus generate more force. (force is directly proportional to the size of the muscle)

I would think that is a combination of physical size, tendon area of adhesion to the bone, contraction length & fulcrum (leverage) as the leg joints are bigger than the fingers.

--You probably know it already but the fingers do not contain any muscles they are located in the wrist and forearms.
--You cannot find the answer because in the evolutionary science, thered is no explanation because everything is by accident! Is that not what they explain?
--In accord with evolution, no one of intelligence blueprinted our body make up, so how could such a diff. be made since we use our fingers in many more ways--SO INDEED, BY EVOL. --our finger muscles should be huge. But please note a scientific reference in the Bible:
(Psalm 139:13-14) “13 For you yourself produced my kidneys; You kept me screened off in the belly of my mother. 14 I shall laud you because in a fear-inspiring way I am wonderfully made. Your works are wonderful, As my soul is very well aware.”..16 Your eyes saw even the embryo of me,
And in your book all its parts were down in writing..."
--Did you note that the infant was "screened off" by means of the sac that we are protected in. ---Also did you note about the embryo that its make up was "written in your book"(DNA) Please note:
*** ce chap. 14 pp. 175-176 The Human Miracle ***
Things Only Creation Can Explain
The Encyclopædia Britannica states that man’s brain “is endowed with considerably more potential than is realizable in the course of one person’s lifetime.”21 It also has been stated that the human brain could take any load of learning and memory put on it now, and a billion times that! But why would evolution produce such an excess? “This is, in fact, the only example in existence where a species was provided with an organ that it still has not learned how to use,” admitted one scientist. He then asked: “How can this be reconciled with evolution’s most fundamental thesis: Natural selection proceeds in small steps, each of which must confer on its bearer a minimal, but nonetheless measurable, advantage?” He added that the human brain’s development “remains the most inexplicable aspect of evolution.”22
Concerning our muscles of unique design & action please note:
A muscle’s action may appear simple. But the mechanism of contraction is awesome. Professor Gerald H. Pollack says: “I have come to stand in awe of the esthetic in nature’s design. The conversion of chemical energy into mechanical energy is accomplished so adroitly—it is tempting to say so intelligently—that one is drawn to marvel.”

The leg has much more TORQUE than the fingers.
You may refer to any physics book what Torque means or just google it.
