On certain lights in the area there is a white light that hangs below the green light but when the light turns red the white light is lit what is it for??

Does it strobe? Here in TN at dangerous crossings we have flashing strobes (like on an airplane wing) that light up to make it more obvious to non observant drivers. They also put them on slow moving/frequent stopping vehicles like school buses and postal delivery vehicles. Also if it just flashes, it could be for the red-light cameras like was said above, or also it could be the little light that is activated whenever an emergency vehicle with lights/siren passes near which activates the light to go green in the same direction that the emergency vehicle is approaching from.

I've rarely seen them, but when I did, it was to indicate to emergency vehicles that they have complete right-of-way (i.e., there are no other lanes of traffic feeding into the intersection), so they can proceed through the intersection, without fear of vehicles approching from another direction.

The fact you see the ones in your area illuminate when the light turns red, suggests a different use. If it is a flashing white light, than it may be used to attract more attention to the fact the light is now red... especially if it was installed in an area that is known to have a lot of red light runners.

It is a light that goes off when emergency vehicles are approaching the intersection.
